The leaders of the American Reform movement issued a call for all states that do not have hate crimes legislation to pass such laws as soon as possible. The Central Conference of American Rabbis issued the call to coincide with the funeral of Matthew Shepard, the gay University of Wyoming freshman who died last week after being kidnapped and beaten.
