The State Department is having trouble filling some diplomatic and foreign service posts in hardship situations, including some spots in the Middle East. A recent study by the General Accounting Office, reported in Monday’s New York Times, says unqualified staff members are working in Saudi Arabia in particular, because of the lack of applicants to serve there.
