West Bank vigilantes abducted three foreigners and torched a Palestinian Authority office. The three Christian volunteers kidnapped in Nablus on Saturday were released without incident, but the move, by renegade members of Yasser Arafat’s Fatah faction, was a new blow to the prestige of a P.A. beset by corruption scandals and protests.
