The resolution, which was aimed at a full Israeli withdrawal from the West Bank by late 2017, failed to garner the nine U.N. Security Council votes required for passage.
The proposal sets arbitrary deadlines for reaching a peace agreement and Israeli withdrawal, and does not take Israel’s security needs into account, a department spokesman said.
