Six days after the Metropolitan Council on Jewish Poverty fired longtime executive director William Rapfogel following an investigation of financial misconduct charges, the agency named David Frankel as his successor.
Frankel, who has served since 2009 as Commissioner of the Department of Finance in Mayor Michael Bloomberg’s administration, will take over at Met Council on Sept. 30, according to a Met Council press release issued Aug. 18.
His appointment comes as the city froze financing for Met Council’s pending contracts, until the city’s Investigations Department determines if city funds were improperly used during Rapfogel’s tenure.

“We are proud and delighted to welcome David to Met Council,” Steven Price, president of the agency’s board, said in the prepared statement. “David brings extensive operational, financial and legal expertise from the public and private sectors and an outstanding record of success in leading complex organizations.”
Before becoming the city’s finance commissioner, Frankel, an attorney, was a managing director at Morgan Stanley and head of global operations for the AIG Trading Group. He also served as deputy commissioner of New York City Housing and Preservation, and special counsel to the Commissioner for the city’s Department of Correction.
“Met Council’s work has improved the lives of thousands of New York’s neediest people for more than 40 years,” Frankel said. “I am committed to making sure that we sustain and build Met Council for the benefit of the increasing number of people who depend on us.”
