In a speech at a Maryland synagogue, Rudolph Giuliani criticized President Clinton for failing to see the 1993 bombing of the World Trade Center as a declaration of war by Osama bin Laden.”President Clinton did not respond,” said Giuliani, a Republican presidential candidate. “Bin Laden declared war on us. We didn’t hear it.”Giuliani spoke at B’nai Israel Congregation in Rockville as part of the Greater Washington Jewish Community Relations Council’s Presidential Forum Series.The former New York City mayor said of Iran’s president, “If a man says he’s going to destroy Israel and kill Americans, and that man runs a government I’m going to take him seriously and I’m going to stop them.”
