JERUSALEM (JTA) — A new Palestinian Authority government, without any Hamas ministers, was sworn in.

The new government, led by Prime Minister Salam Fayyad, took the oath of office Tuesday in Ramallah.

Ten new government ministers are members of P.A. President Mahmoud Abbas’ Fatah Party. Hamas says it will not recognize the new government.

On Monday, Fatah and Hamas completed a fifth round of unity talks in Egypt without coming to an agreement.

Fayad was educated in the United States and is trusted by Western countries. He originally resigned on March 7 to encourage Fatah and Hamas to join together.

Hamas, after routing Fatah, has been running the Gaza Strip since June 2007. Fatah remains in charge of the West Bank.
