U.S.-P.A. formalize security funding

The United States and the Palestinian Authority signed an agreement facilitating the transfer of $80 million to bolster P.A. security forces.

Condoleezza Rice, the U.S. secretary of state, signed the agreement Thursday with P.A. Prime Minister Salam Fayyad, the State Department said. The agreement includes “terms and conditions designed to ensure that U.S. assistance funds will be used for the purposes agreed upon and in a fully accountable manner.”

President Bush included the $80 million in his call July 16 for a renewed Palestinian-Israeli peace process. U.S. officials have stressed that the money is for training and non-lethal equipment and will not include arms.
