The proposal of Dr. Rosh, minority representative in the Constitutional Commission that the word “citizen” be substituted for “Roumanian” in the Constitution was defeated. Proposals for granting churches and synagogues the right of taxation of their own communities to provide funds for their support were also denied. A similar fate met the proposal to give instruction in the “mother tongues” of the various groups in the schools.
