The Riga correspondent of the London Daily Mail reports that the All-Russian divisions of the Red Army (those containing no Tartars, Mongolians and others) are planning an offensive against the Communist Government. This offensive, the Mail States, would start in April. In anticipation of the movement the report asserts, the government is concentrating Tartar and Mongolian divisions in Moscow. Revolts are expected also in the Ural garrison, Siberia, Caucasia and Kronstadt.

The revolting garrisons are cooperating with the Ukrainian troops who are planning a massacre of the Jews. The Baltic press reports serious anti-Semitic risings throughout Charkow, also in the provinces of Podolia and Herson. Circulars bearing the reported death message of Lenin, “Kill the Jews!” are being circulated broadcast throughout the Ukraine. The Odessa pres reports many arrests and declares the situation to be dangerous.
