Secretary Would Lesson Hardships of Separated Families (Jewish Daily Bulletin)
The annual reports of Secretary of Labor Davis and Commissioner of Immigration Hull fail to recommend any substantial changes in the present immigration restrictions.
Secretary Davis recommends that congress consider legislation to enable the re-uniting of families of immigrants previously admitted to America and also the granting of visas whereby an immigrant having a family would be required to file application for his family when requesting his own visa.
Commissioner Hull recommends that dependent parents over sixty and children over eighteen and husbands of American citizens be exempted from the quota. Both Davis and Hull recommend that the Secretary of Labor be given discretionary power to admit aliens in cases of great hardships. Secretary Davis suggests this take the form of a special reserve quota to be distributed and used by the Secretary of Labor for special relief.
