David E. Kaufman, lawyer and student of international affairs, was nominated by President Coolidge to be the American Minister to Bolivia. He will succeed Jesse S. Cottrell, who resigned.
The nomination caused surprise as Mr. Kaufman previously had been considered for Minister to Egypt. He has been active in Pennsylvania politics for several years although he never held political office. During his travels, Mr. Kaufman passed much time in Europe, the Near East and South America.
It was pointed out in Washington that the new Minister to Bolivia may be helpful in settling the fifty year old Tacna Arica boundary dispute between Chile and Peru, in which Bolivia figures as the possible beneficiary in the gift of a port on the Pacific.
