Disapproval by the government of any loan to Roumania was asked by Congressman Celler, in a letter to Secretary of State Kellogg.

The Congressman said it was reported in Wall Street that the Roumanian government is negotiating the flotation of an international loan of $60,000,000, a major portion of which is to be offered to the American public.
