An agreement between the Moscow authorities and Samuel Rosoff, New York subway builder, for the construction of water works for the Soviet capital was signed today.
The project involves an expenditure of $40,000,000. The negotiations for the construction of a subway in Moscow are being continued by the Soviet authorities with Mr. Rosoff.
