Deputy Dr. Theodor Fischer, the President of the Jewish Party in Roumania, has submitted to the Minister of the Interior and of Finance, M. Argetoianu, a scheme for surmounting the financial crisis in Roumania. Dr. Fischer’s plan, which is set out in the form of a comprehensive memorandum, is based on the establishment of a second Bank of Emission, which would have a capital of 30 milliard Lei for credit-aid purposes. The notes which would be issued would have to be called in within a period of 25 years.

M. Argetoianu is said to be interested in Dr. Fischer’s idea, which is the subject of lively discussion in financial circles here. The increased flow of money which it would bring about would also help the small Jewish traders of Roumania, whose businesses are practically at a standstill, because of their lack of credit facilities and the shortage of money among the peasants.
