Dr. Bruno Birnbaum, noted German political economist, who was a passenger on the around-the-world cruise of the Hamburg-American liner Resolute, left the ship at Yokohama as a gesture of protest against the anti-Semitic program put into effect in Germany, fellow passengers disclosed yesterday when the vessel docked here. The persecutions started while Dr. Birnbaum was on the high seas.
