Robert T. Pell, vice-director of the Intergovernmental Refugee Committee, and representatives of an American group are now in Paris continuing discussions initiated here regarding formation of an international foundation to finance and direct large-scale emigration of Jews from Germany. Interested French circles are participating in the conversations.
