A German-Lithuanian agreement has been signed providing that nationals who lived or were born in Memel before 1923, and their children, are to be considered Germans.

There are many Jewish refugees here who are affected by the agreement and the Lithuanian authorities propose to cancel their passports. It is not known whether they will be permitted to remain in Lithuania as “stateless” persons.
