The Palestine Government has refused to under write a $4,000,000 loan sought by the Tel Aviv municipality for public works projects including a veterans housing development, Mayor Israel Rokach announced today at a meeting of the municipality.

This development resulted from the deterioration of relations between the city and the government during recent months, he declared. The announcement was made in connection with his submission of the preliminary $10,000,000 budget for 1947.
