Theodor Daniloff, a Latvian displaced person who was accused of being a Gestapo agent by a HIAS official who recognized him as his former concentration camp tormentor when Daniloff and his wife arrived here last week on the refuges vessel, Marine Flasher, was permitted today to leave Ellis Island and enter the United States proper.
