A new decree by the Ecuadorean Government requires all foreigners resident in the country to report to the authorities within 90 days to prove that they are following the occupation for the practice of which they were admitted to the country.

After his examination, each foreigner will receive a certificate stating the occupation he is permitted to practice. Among those affected by the decree are some 3,000 Jews of foreign nationality. The measure followed a scandal involving a refugee who was admitted as an agricultural worker and became a banker.
