New procedures involving complaints from non-governmental organizations against governments other than complaints involving human rights were voted by the Committee on Non-Governmental Organizations of the Economic and Social Council. The committee’s recommendations to the Council would provide that circulation of a complaint by a non-governmental organization would be held up for circulation with the criticized government’s reply.
