The winter session of Parliament opened today, but was overshadowed by the lobbying and inter-party discussions of Cabinet changes. The session was opened with a eulogy of the late President Weizmann by Speaker Joseph Sprinzak and a one-hour recess as a period of mourning for Dr. Weizmann, the first anniversary of whose death is being marked throughout the Jewish World this month.
The first order of business was a debate on special fees to cover the cost of kindergartens, which is not included in the general budget. Earlier, the praesidium decided not to hold a foreign policy debate as long as the United Nations Security Council is still concerned with the Palestine question.
