There is a possibility of settling the dispute between Israel and Jordan over the development of the Jordan River Valley, Ambassador Eric Johnston, President Eisenhower’s personal envoy, declared here yesterday upon his return from a trip to the Near East during which he conferred with Israeli and Arab leaders on American and other plans for the development program.

Mr. Johnston, who is scheduled to report to the President tomorrow, refused to discuss his mission further until after he had had an opportunity of reporting to Mr. Eisenhower. He did reveal that he expects to return to the Near East in two to three months.
