Dr. Elmer Hess, retiring president of the American Medical Association, left for Israel by air today to inspect medical installations maintained there by Hadassah. Dr. Hess, a urologist, of Erie, Pa. carries a personal message from President Eisenhower to Israeli Prime Minister David Ben Gurion.
