The General Assembly of the Council of Jewish Federations and Welfare Funds opened its four-day session there tonight in the presence of 750 Jewish communal leaders from all parts of the United States and Canada. The session will discuss local, Middle East and world Jewish affairs.

At the opening session tonight Moses A. Leavitt, executive vice president of the JDC, reported here that more than 700 Jews have arrived in Vienna from Hungary and have to be cared for Gustav Saron, executive secretary of the Jewish Board of Deputies of South Africa, described the development of Jewish communal life in his country. Although there are many indications that the South African Jewish community is ready to establish overall community services, there is a lack of trained leadership, he reported.
