Foreign Secretary R. A. Butler declared today in the House of Commons that negotiations between Britain and West Germany for compensation of Nazi victims now living in Britain were proceeding as quickly as possible but that they were “inevitably complicated.” Included are a number of Jews. The Foreign Secretary said the talks were “confidential negotiations between governments.” He declined to “make a more detailed statement at this stage.”
