Sen. Barry M. Goldwater, Republican candidate for the Presidency, charged the Johnson Administration today with “foot-dragging” on the issue of discrimination against Jews in the Soviet Union and pledged to raise this issue. He made the pledge in a telegram to Rabbi Levi Horowitz, of Brookline, Mass., which read.

“I deplore the obvious foot-dragging of the present Administration in undertaking a full and complete airing of the wholesale discrimination and religious and cultural genocide now underway against the Jews in the Soviet Union. I pledge my efforts toward a full-scale and frank discussion of this entire tragedy.”
