A human rights award was presented here today by the South American executive of the World Jewish Congress to Uruguayan Socialist leader Emilio Frugoni, at his home here. The presentation was made by Dr. Moises Goldman, chairman of the executive, and Jose Sasson, president of the Central Committee of Uruguayan Jewry.
