White House Press Secretary Ronald Ziegler said this afternoon that the United States government has had constructive communications with the Soviet leadership on the Soviet Jewish issue and that he could confirm that the Soviet government will exempt emigrants from paying the education tax. Ziegler made the statement following a meeting of American Jewish leaders with President Nixon at the White House. In reporting the meeting, he said the President had reiterated the importance of Soviet-American trade and the efforts being made by the U.S. to reduce world tensions.

Israel warned France last week that a number of the Mirage jets it sold Libya have been transferred to Egypt in violation of Libya’s specific commitment to France that the planes would not be transferred to a third party. The warning, disclosed today in Tel Aviv, was delivered to the Quai D’Oreay by Israel’s Ambassador in Paris. Asher Ben Natan.
