Pope Paul VI has called for “juridical protection” of holy places in the Middle East and a “statute providing for international guarantees for the Holy City of Jerusalem.” The Pope has referred to international guarantees for Jerusalem and holy sites on many previous occasions but has not employed the word “protection” in this respect in the past, observers noted.
