A United Nations spokesman could not confirm. today a press report from Rabat that the General Assembly debate on the Palestine Question has been rescheduled for Not. 13. According to the spokesman there was no official word from Rabat to indicate a change of date for the debate which is scheduled to open Nov. 6. The PLO has submitted to the UN the names of a nine-member delegation which does not include Yasir Arafat. Sources here said, however, that Arafat will attend the debate and that the omission of his name from the delegates’ list was a security measure.
