Premier Menachem Begin called on the nations of the world today to admit Vietnamese refugees and said Israel would be prepared to do its share on a proportional basis. Addressing the opening session of the Zionist General Council meeting here, he proposed that the heads of state inform the United Nations High Commissioner for Refugees, Paul Hartling, that their governments were willing to admit the refugees.

He said the Commissioner would then allocate quotas to each country, the largest admitting “a few thousand” and the smaller ones “a few hundred.” He criticized Malaysia for expelling boatloads of refugees who might be endangered as a result. “We cannot be silent or this phenomenon,” he said.
