Rep. Jonathan Bingham (D.NY) has asked President Carter to ship part of the 17 million tons of grain now embargoed to the Soviet Union to Israel and Egypt, “our only dependable friends in this area of choose.” Bingham wrote the President that, along with “desirable” increases for Pakistan and Southeast Asian refugees, large increases for Israel and Egypt under the U.S. Food for Peace Program “would shore up the peace process and signal that American support goes first and foremost to those who are our friends.”
