Israel decided to give Palestinian Authority President Yasser Arafat at least another 48 hours to fulfil the terms of a cease-fire he reached last week with Foreign Minister Shimon Peres. The Inner Cabinet also decided Sunday to lift a blockade of the West Bank city of Jericho and open the border crossing at Rafah between Egypt and the Gaza Strip.
