A bill to make incitement against racial, national and religious groups a penal offense was debated in the Austrian Parliament today and then referred to a standing committee on legal matters for further consideration.
The measure was introduced by Dr. Christian Broda, a former Austrian Justice Minister who stressed the need particularly to counteract anti-Semitism by every available means, including legislation. In his speech. Dr. Broda referred to the anti-Semitic Deutsche National und Soldatenzeitung, published in West Germany, which has an Austrian edition.
Dr. Kummer, speaking for the conservative Peoples’ Party, expressed reservations but agreed that the bill deserved further consideration. M. Zeillinger, spokesman for the rightwing Freheitliche group, opposed the bill, arguing it was aimed especially at anti-Semites.
