The Supreme Restitution Court for the three Western sectors of Berlin reconvened here, after the summer recess, for its second term, with a member of the New York bar as the new U. S. representative on the seven-man bench, which is the court of last resort in restitution matters in this city.
The American is Frederic R. Sanborn, 55, a newcomer to government service who was for many years in private practice as a member of a law firm in New York, where he specialized in international law. He succeeds Charles H. Owsley, a career State Department official, who has been transferred to the top post of the Political Affairs Division of the U.S. High Commission in Berlin.
