George Brown, the deputy leader of the British Labor Party, claimed yesterday that Israel was escalating its war against the Arabs because Israeli military leaders imagined that a new war would be advantageous to them. Mr. Brown said on a BBC radio interview that on his recent visit to Israel, the Israeli military had refused to see him.
