The American Civil Liberties Union today urged Congress to defeat the constitutional amendment proposed by Sen. John W. Bricker directed at preventing the Senate from ratifying the United Nations convention on genocide and human rights. It called the amendment “unnecessary and unwise” and warned it would make the United States participation in advancing the cause of human rights throughout the world “all but impossible.”
A civil rights bill which would ban religious or racial discrimination in the hiring of workers may come before the Senate this week. Sen. Hubert H. Humphrey, of Minnesota, said he is going to force a fight on the bill despite the fact that Southern Democrats are probably strong enough to block a vote.
