Western sources said here that the Soviet Union asked President Nixon to adopt their plan under which Israel would withdraw from all the administered Arab territories, with the Arab countries signing a peace pact after the first stage of the withdrawal. The sources said the suggestion was made to Nixon in Moscow but that he rejected It, contending the conflict should be decided by negotiation between the two parties.
