An important amendment to the recommendations of the Jewish Agency Commission concerning the repayment by the settlers of the investment made by the Jewish Agency in their land and its improvement was made by the Commissioners.
To paragraph 12 of the recommendations concerning agriculture, expressing the desirability of enabling the settlers to become the actual owners of the land allotted to them from the Jewish Agency’s land reserve, the following provision was added:
“It is recognized that there are instances where the settler may be unable to repay the entire cost of the land because of inadequate returns.
“In such cases, it may become necessary to continue the existing or a modified leasehold system through the Keren Kayemeth (Jewish National Fund).
