Former Defense Minister Moshe Dayan warned here that future conflicts in the Middle East may involve nuclear warfare and that civilians cannot take it for granted that they will not suffer casualties. Dayan made this statement in a lecture last Thursday at Bar Ilan University. He noted that the Arabs have learned that their pilots cannot penetrate Israel’s air defenses and are now stressing the need to use ground-to-ground missiles which, however inaccurate, would provide a good chance of creating havoc in civilian centers.
Discussing the balance of power in the region. Dayan estimated that the power balance between Israel and her neighbors will differ essentially from that which existed during the Yom Kippur War. On the political front, Dayan said he did not foresee worsening relations between Israel and the United States.
