The Deveany “isms ” bill today went to Governor Lehman for approval following passage in the Assembly, as amended in the Senate. There was no record vote. The bill would bar from the civil service and teaching positions those who advocate overthrow of the Government. If the session ends next week, as scheduled, the measure will become a “30 day bill .” If the Governor fails to act within that period, the bill will be automatically vetoed. Mr. Lehman last year vetoed the McNaboe bill, seeking the same end, but specifically defining Communism as a movement with the purpose of overthrowing the Government.
