Israel Ambassador Abba Eban, referring to the Eden-Eisenhower conference and Israel’s attempt to secure defensive arms, today expressed hope “that those concerned in Washington this day will rise to the level of their duty.” In an address before the Women’s National Democratic Club, the Ambassador asked why should heavy weapons flow into a hostile belligerent Egypt, while they are held back from a peaceful and embattled Israel?” Mr. Eban pointed out that it lies within the power of Western statesmanship in the coming weeks to take certain simple steps to remove tension. He urged an immediate redress in the power balance to deter aggression. He also advocated a formal guarantee against any change of existing borders by force.
Stating that Israel would not surrender its sovereign territory, Mr. Eban said peace was not an “indulgence Israel has to buy at the price of its territory.” He indicated that in a fair and appropriate effort for peace “you don’t go around with a pair of scissors, made in England or anywhere else, trying to chop off pieces of existing states.”
