Holland failed after the war to return to Jewish victims of the Holocaust as much as $3 billion in assets that had been looted by the Nazis, the World Jewish Congress charged Tuesday. The WJC made the estimate, citing a report written in 1946 by the U.S. vice consul in the Netherlands.
