A draft convention to suppress hijackings, kidnappings and terrorism in general was completed here Sunday by the 11-nation Inter-American Juridical Committee, established by the General Assembly of American States. The text of the draft was not immediately disclosed, but sources said it recommended that the above-named acts be designated common crimes and that political asylum be denied those accused of such crimes. The United States, Argentina, Brazil, Guatemala, Nicaragua, Trinidad and Uruguay voted for the draft, which Chile and Peru voting against and Mexico and Colombia abstaining.
