A proposal by the Bolivian delegate to the Inter-American Conference on Coordination of Police and Judicial Measures, being held here, which would have the effect of denying to refugees naturalization in any of the cooperating counties, engaged the attention of the delegates today.
The Bolivian representative is being urged to withdraw his measure which provides that aliens seeking citizenship in the American countries be required to prove that they were “voluntary immigrants.” If such legislation were adopted, Nazis could secure citizenship while refugees would be excluded.
