Jabotinsky Outlines New Zionist Program

Vladimir Jabotinsky, former member of the executive of the Zionist World Organization and now in opposition, has outlined a new program for the Zionist movement. The program consists of the following demands:

First: The only admissible interpretation of the Jewish National Home, as provided for in the mandate given to Great Britain by the League of Nations, is the creation of a Jewish state in Palestine.

Second: The World Zionist Organization should start a new political campaign for the purpose of obtaining from Great Britain a special charter, in addition to the mandate, calling for the establishment of a Jewish state in Palestine.

Third: The World Zionist Organization should take steps to submit to the powers in the League of Nations the following claims: a, Transjordania should be included in the territory of the Jewish National Home; b, both sides of the Jordan should be placed under similar administrative conditions; c, Palestine should be opened for Jewish mass immigration.

Fourth: The World Zionist Organization should issue a Jewish national loan, guaranteed by the different powers or the League of Nations.

Fifth: The Jewish Colonial Trust should be reorganized to act as

the main instrument of the Zionist enterprises in the upbuilding of Palestine, in accordance with the original ida of Dr. Herzl. For that purpose a world drive should be started to increase the capital of the bank to $10,000,000.

Sixth: Voluntary army training should be carried on among the Jewish youth of all countries, to prepare them to act as a defense order for Palestine.

A. conference has been called for April by Jabotinsky’s organ, “Rasswiet,” to consider this program.
