Immediately after the House convened Albert Johnson of the House Immigration Committee put into motion legislation concerning new alien deportation laws. Features of his bill include deportation of aliens convicted of violating the liquor and narcotic laws.

The section dealing with the Eighteenth Amendment and the Volstead act follows several general deportation provisions. It provides that “an alien who is convicted of any crime for which he is sentenced to imprisonment for a term of one year or more, or who is convicted more than once (if the penalty imposed is less than one year’s imprisonment) in any court of record, of any violation of or conspiracy to violate any statute of the United States or of a state, territory or possession prohibiting or regulating the manufacture, possession, sale, transportation, importation of intoxicating liquors for beverage purposes, or of opium, coca leaves or any salt, derivation or preparation of opium or coca leaves.

“Felonies or other crimes or misdemeanors involving moral turpitude before entering the United States” is given as sufficient grounds for deportation in another section. Immoral women would also come under the ban.
