JORDAN CHARGED WITH REPUDIATING ARMISTICE AGREEMENT
Israel has charged Jordan with repudiating the armistice agreement by its refusal to attend the conference convoked by the Secretary General. In a letter to Dag Hammarskjold, which was distributed here today, Ambassador Abba Eban drew three conclusions from Jordan’s action:
“A. Jordan does not respect its international obligations and is not prepared to honor an agreement to which it has set its hand.
“B. Jordan does not consider itself bound by the general armistice agreement as a whole, but regards itself as free to decide which provisions of that agreement it shall ignore. This is surely tantamount to a repudiation by Jordan of the agreement.
“C. Jordan is aware of the acute tensions which have availed on its border with Israel for several years and especially in recent months, as a result of its repeated incursions and attacks on Israeli life and property; nevertheless, the Jordan Government declines to join with Israel under the due procecures laid down in Article XII of the armistice agreement in an attempt to bring about a general improvement of the grave situation.”
